Direct Aid Program (DAP)
DIRECT AID PROGRAM GUIDELINES
The Last date for submission of proposals for the current financial year (2007-08) is closed.
The date for submission of proposals for the financial year 2008/09 is from 1 April 08 to 31 August 08.
(Note: The Australian Financial year is from July-June)
The Australian High Commission, subject to annual allocations by the Australian Government each year, has a small fund under which the Australian High Commissioner is able to provide assistance for small scale activities, called the Direct Aid Program (DAP) (http://www.dfat.gov.au/direct_aid_program/)
Visitors at the annual DAP fair, "Oz Haat" organised by the Australian High Commission, New Delhi for NGOs funded under its Direct Aid Program.
CRITERIA FOR ASSISTANCE
- DAP is a one time grant for a project taking one year or less to implement – no additional funds will be provided for the same project.
- Projects must have a clearly defined purpose with a detailed budget for each activity. Assistance cannot be given to activities without a clear design and description of costs and proposed expenditure. The upper limit of funding any one proposal is A$10,000 (approx. Rs. 350,000).
- Organisations seeking assistance must be registered and have the approval of the Indian Ministry of Home Affairs under the Foreign Contributions Regulation Act (FCRA) to receive funds from a foreign source.
- The Project/s must directly benefit socially and economically disadvantaged groups.
- The background of the beneficiaries and the benefits that are expected to accrue to them must be clearly described.
- The budget should include at least 25% of the project costs being covered by the applicant organisation, including recurrent costs. It should show how the beneficiaries and the NGO are contributing to the project, whether it be financial or in kind. A three column budget (DAP, NGO and beneficiaries contributions) is needed to demonstrate this.
- To demonstrate sustainability, the applicant must show how recurrent costs such as salaries, rent, administrative costs, running costs, etc, related to the activity will continue to be covered after funding from the Australian High Commission is completed. These costs must be the responsibility of the NGO.
- The funds can only be utilised for purposes for which it is provided and agreed.
- The NGO is required to submit an audited statement of accounts at the end of the project.
- If the proposal is approved by the Australian High Commission, a contract will be signed specifying the terms and conditions.
Please allow 10 – 12 weeks to process a proposal, after which the Australian High Commission will inform you of their decision.
